Despite safety measures introduced in 1991, the following has occurred in Victorian private Swimming Pools and Spas since 2000:
Tragically, 27 young children have drowned
In at least 20 of those cases, the non-compliance of the safety barrier was a significant contributing factor
In at least 12 cases, the young child was not a resident of the household
In all cases, the child was temporarily unsupervised and in some cases, a climbing point allowed easy access to the pool.
87% of these drownings took place in residential pools.
Penalties imposed by Victorian Councils for failure to comply with the current Regulations are as follows:
Failure to lodge a Certificate of Barrier Compliance by date specified up to $1,817.40
Failure to lodge a Certificate of Barrier Non-compliance by date specified up to $1,817.40
Failure to comply with a Barrier Improvement notice by date specified up to $1,817.40

NOTE:
If you are having any work done on an existing safety Barrier, a permit may need to be issued to alter the Barrier.
Check with your local Council or Building Surveyor for advice.
